Residency and anagraphic registration

How to register in the municipality where you live: what changes for EU citizens, which documents you need, and why the officer ringing your doorbell is part of the procedure.

Residenza, domicilio, dimora

Three words that look like synonyms and are not. Getting them wrong means filling in the forms wrong.

Your domicilio can differ from your residenza. You cannot have two residenze.

EU citizens: the first three months, and after

Anyone arriving from an EU country — or from Iceland, Norway, Liechtenstein and Switzerland — enters and stays with no formality at all for the first three months: a valid identity document is enough. No visa, no residence permit, no registration.

Past three months the stay remains a right but becomes conditional, and must be registered with the municipal registry. The conditions are alternatives — one is enough:

  1. Worker, employed or self-employed, in Italy.
  2. Sufficient resources for yourself and your family, plus health insurance or health service registration covering all risks.
  3. Student enrolled at a recognised institution, with resources and health cover.
  4. Family member of someone in one of the situations above.

The municipality cannot refuse registration because you are "not Italian". It can refuse if you demonstrate none of the four conditions, or if you have no valid title to occupy the dwelling.

Non-EU citizens

The path is different and has one extra step: first the residence permit (or at least the receipt for the application), then residency. Without a lawful title to stay, there is no registration.

The declaration of residence, step by step

1. Sort out your title to the dwelling

This is where most people get stuck. Since 2014 you cannot register in a property you occupy without a title. One of these is required.

  • A registered lease with Agenzia delle Entrate — a signed contract is not enough, it must be registered.
  • The deed of purchase if the home is yours.
  • A dichiarazione di ospitalità signed by the owner or leaseholder, with a copy of their ID, if you live in someone else's home.

2. Fill in the form

The dichiarazione di residenza form is national and downloads from the municipal or Interior Ministry website. State: who is moving (the whole household moving with you), from where, the exact address with staircase and flat number, the details of your title to the dwelling, and the property's cadastral data.

3. File it

In person at the registry desk, or by PEC, registered post or email depending on what the municipality accepts. Always ask for the protocol number: it is your proof of the date.

4. Wait two days, not forty-five

The office records the change within two working days and from that moment you are a resident in full, with effect from the filing date. Certificates can be requested straight away.

5. The municipal police check

Within 45 days an officer visits the declared address to verify you actually live there. If everything is in order and nobody tells you otherwise, tacit approval applies: the registration stands.

What to bring to the counter

  • Valid identity document and tax code for every person moving.
  • Your title to the dwelling (see above).
  • For EU citizens, proof of the condition: employment contract or payslips, or bank statements and a health policy, or university enrolment.
  • If you drive: licence and registration documents for your vehicles, because the address must be updated.
  • For non-EU nationals: valid residence permit or receipt.

What you get afterwards

  • The attestazione di iscrizione anagrafica: the sheet proving lawful residence. Needed for work, banking, school.
  • Access to registration with the national health service, and therefore to a family doctor.
  • The right to apply for the Italian identity card.
  • The right to vote in municipal and European elections in Italy, after a separate entry in the supplementary electoral rolls.
  • Registry certificates, the household certificate, and the registry as the basis for the child allowance, the ISEE and other benefits.

After five years of lawful continuous residence you can request the attestazione di soggiorno permanente, which is no longer conditional on work or resources.

Moving house inside Italy

Same procedure, same form, same timing. If you change municipality the file travels between the two offices and you do not need to deregister from the old one. The former municipality has 45 days to confirm.

Leaving Italy one day

If you later leave Italy, deregistration is not automatic: it must be declared. Leaving an Italian residence open where you no longer live means you may remain tax resident in Italy, with the duty to declare your worldwide income here.

Common mistakes

  • Filing before the lease is registered. The municipality suspends everything until it is.
  • Being unreachable during the 45 days. The number one cause of cancellation.
  • Forgetting family members. If the whole household moves, everyone goes on the same form.
  • Confusing residency with tax residency. They are linked, but tax residency follows its own rules: see the tax guide.
  • Not updating licence and vehicle documents. The update should flow automatically from the Motorizzazione, but check it: fines are served to the address they hold.
