Family allowances and benefits

The ISEE is the key to everything. Then come the single child allowance, the nursery bonus, parental leave and the regional and municipal schemes. What newcomers are entitled to.

First of all: the ISEE

The ISEE is the indicator of a household's economic position: it combines income, assets and family composition into a single figure. Almost everything depends on it — the size of the child allowance, the nursery fee, school meals, the utility bill discount, study grants.

  • You obtain it by filing the DSU, the single substitute declaration, with INPS directly or through a CAF or patronato.
  • It is free at a patronato; some CAFs charge for the tax side.
  • It is valid for the calendar year and expires on 31 December: redo it every January.
  • There is an ISEE corrente, used when income has recently dropped — a job lost, a contract ended — showing the current situation instead of the one from two years ago.

The single universal child allowance

The main benefit for children, and it replaced almost everything that came before.

  • Payable for every dependent child, from the seventh month of pregnancy to 18, and to 21 if the child studies, does an internship, works on a low income or is registered with the employment centre. No age limit for children with disabilities.
  • The amount depends on the ISEE: those who do not file one still receive the allowance, but at the minimum rate.
  • There are supplements: for children with disabilities, for mothers under 21, when both parents work, from the third child onwards, and for large households.

The requirements that concern newcomers

This is where most families get stuck. In short, the claimant must:

  • be resident and domiciled in Italy with dependent children, and subject to income tax in Italy;
  • be an Italian or EU citizen (or a non-EU citizen with certain residence permits);
  • work in Italy with compulsory social security registration, or have residence and domicile here.

How to claim

On the INPS portal with SPID or CIE, or free of charge through a patronato. The claim is filed once and then renews automatically each year, but the amount is recalculated from March on the basis of the new ISEE: if you have not filed an updated ISEE by the end of February, you receive the minimum from March, with any balance paid once you do.

An IBAN in the claimant's name (or jointly held) is required.

The nursery bonus

It reimburses nursery fees, public or authorised private, up to an annual ceiling that depends on the ISEE: for children born from 1 January 2024 it reaches €3,600 a year with a minors' ISEE up to €40,000, while above that threshold — or without a valid ISEE — the ceiling drops to €1,500, about €136 a month. It also covers, in a different form, home care for young children with serious chronic conditions.

You claim it from INPS, attaching receipts for the fees paid. Reimbursement can never exceed what you actually spent.

From 2026 the claim no longer has to be refiled every year: it stays valid until the child turns three. And the child allowance is now neutralised in the ISEE calculation, so receiving it no longer worsens your position.

Parental leave rates have been adjusted several times in recent years: check the current year on the INPS site or ask a patronato.

The support that does not come through INPS

Much of what actually helps a family is municipal or regional, and nobody tells you about it: you have to go looking.

  • Municipal nursery places and reduced rates by ISEE band.
  • School meals and transport reduced or free.
  • Book vouchers and regional study grants.
  • Social bill support on electricity, gas and water: automatic with an ISEE under the threshold, no application needed.
  • Regional contributions for early childhood or towards rent, differing from region to region.
  • The municipal maternity allowance, for mothers with no other social security cover, based on ISEE.

The places to look are the municipality's website under social or education services, and the region's portal under welfare or the right to education.

If part of the family is still in your country of origin

Within the EU, and with the EEA and Switzerland, family benefits follow coordination rules: they prevent two countries paying the same thing twice and determine which pays first, based on where you work and where the children live. The other country may pay a top-up if its benefit is higher.

Outside the EU that coordination does not exist: the few bilateral social security treaties mostly cover pensions, almost never family allowances. Each country applies its own rules, and you may end up entitled to nothing in either, or required to declare to one what you receive from the other.

This is technical, and mixed cases — one parent working abroad with children resident in Italy — belong at a patronato, not in a guess.

Common mistakes

  • Not filing the ISEE by the end of February and dropping to the minimum from March.
  • Omitting foreign assets from the DSU. The resulting ISEE is void and the benefit must be repaid.
  • Not knowing about the six-month contract alternative and forgoing the allowance for two years.
  • Not keeping nursery receipts: without them nothing is reimbursed.
  • Looking only at INPS. The municipality and the region hold half the resources, and nobody prompts you.
