Codice fiscale — the Italian tax code
The 16-character code you need to sign a contract, open a bank account, switch on the electricity and see a doctor. It is free and issued the same day.

What it is and why it comes first
The codice fiscale is a 16-character string identifying a person in every dealing with the Italian State and with almost every private company. It is not an identity document and proves nothing about who you are: it is an identifier, similar to the personal numbers many countries give their residents — the Swedish personnummer, the American Social Security Number — without being their legal counterpart.
It is built from surname, first name, date and place of birth, sex, plus a check character. Two consequences are worth knowing straight away:
- It is computable. Anyone can derive it with a public algorithm. Dozens of websites do exactly that.
- A computed code is worthless. Only the code assigned by Agenzia delle Entrate and recorded in the tax register counts. If yours is not in that register, the bank will not open the account, the energy supplier will refuse the contract and the public portal will reject you.
Without it you can do almost nothing
In practice you are asked for it to:
- sign a lease or buy property;
- open an account at an Italian bank;
- start or transfer electricity, gas, water, internet, phone;
- be hired or open a VAT number;
- register with the national health service and choose a family doctor;
- enrol your children in school;
- apply for SPID or the electronic identity card;
- register a vehicle.
It is the first step precisely because everything else assumes it.
Where to ask
From abroad, before you leave
At the Italian consulate covering your area of residence. This is the comfortable route: you land in Italy already able to sign a lease and open an account. The procedure is free; it takes from a few days to a few weeks depending on the consulate.
In Italy
At any local office of Agenzia delle Entrate, wherever you live: the tax code is not tied to a municipality.
For a first issuance to a foreign citizen, EU or non-EU, an appointment is compulsory: your presence at the counter is required to verify your identity, so do not count on walking in. Book through the agency's site or by phone.
Alternatively, form AA4/8 can be sent by PEC to a provincial directorate.
Non-EU nationals arriving on a visa usually receive it together with their residence-permit file, at the Prefecture's immigration desk or at the Questura.
What to bring
- A valid identity document: passport, or for EU citizens also a national ID card. For non-EU nationals, passport plus visa or residence permit (the application receipt also works).
- Form AA4/8, the request form for individuals. Download it from the Agenzia delle Entrate site or fill it in at the counter.
- For a minor: the child's document and the document of the parent filing the request.
If someone goes on your behalf, they need a signed written authorisation plus a photocopy of your document.
The tax code and the health card are not the same thing
Two different objects, constantly confused because the second contains the first.

Anyone not registered with the national health service receives only the tax code card, without the health functions. That is normal, not an error.
Check that it is correct
The code is built from your registry data: one wrong letter in the surname or a mistyped date of birth is enough for the code to differ from the one used elsewhere — and from that point your paperwork starts bouncing.
Check it as soon as you receive it:
- Surname and first name exactly as in the passport, not in an Italianised version.
- Date of birth.
- Place of birth and country: for people born abroad the code contains a country code, not a municipality code.
Agenzia delle Entrate offers an online service that says whether a tax code is valid and assigned to that person. If something is off, the correction is made at the same office, free of charge, bringing the document proving the correct data.
Duplicates, loss, children
- Lost the card but know the code? Not urgent: the code remains valid and often stating it is enough. A duplicate is requested online in the logged-in area with SPID or CIE, or at the counter.
- Child born in Italy: the tax code is assigned automatically when the birth is declared at the municipality. No request needed.
- Child born abroad who moves with you: request it as for an adult, with the child's document.
Mistakes that cost time
- Turning up without the form filled in when the office only offers short appointments.
- Using a code computed online to sign a contract: when the supplier verifies it the contract falls through, and sometimes the supply stays suspended.
- Letting your name be Italianised (Erik becoming Enrico). The code must come from the passport data, otherwise it will never match the other registers.
- Postponing it. Without the tax code nothing starts: not the house, not the account, not the healthcare.
