The order that works
Some steps unlock others. The tax code comes first, residency before a family doctor, digital identity before almost every portal.
Before you leave
- Get birth, marriage and qualification certificates
- Request the tax code at the Italian consulate
- Bring the European Health Insurance Card

First week in Italy
- Get the tax code, if you do not have it yet
- Sign the lease and have it registered
- Activate an Italian SIM

First month
- File the declaration of residence at the municipality
- Be findable at home for the municipal police check
- Transfer or open electricity, gas and water, and declare TARI

- Register with the health service and choose a doctor
- Enrol your children in school
- If you choose home education, send the notification

Why it is free
None of this requires a paid intermediary. The tax code is free, registering your residence is free, joining the health service is free if you work. This site exists because that information should not cost €800 at a relocation agency.
EU and non-EU citizens
The rules differ radically. Arriving from an EU or EEA country or Switzerland you need no visa and no residence permit, but after three months you must register with the municipality. Every guide flags where the two paths separate.
